Program Overview

Each Park Hill student, from kindergarten through 12th grade, receives a district‑issued device to use in school at the teacher’s direction and at home for continued learning. Kindergartners and first graders receive an iPad, while students in second through 12th grades receive a laptop.

These devices support instruction by helping teachers create engaging, student‑centered, and authentic learning experiences. While devices are provided by the district, successful participation in the one‑to‑one program relies on shared responsibility among students, families, and staff, both at school and at home.

The information below outlines our policies and best practices related to device use, digital citizenship, web monitoring, and other essentials. Parents and students should review this information together at least once a year, ideally before the school year begins, to support responsible use and long‑term success.

Responsibilities & Expectations

Parent and Guardian Responsibilities

Parents and guardians play an important role in helping students use district‑issued devices safely, responsibly, and in support of learning. Key responsibilities include:

Reviewing policies annually
Parents and guardians review and acknowledge the district’s Acceptable Use Policy (AUP) during Online Verification each year. This policy outlines expectations for appropriate and responsible device use.
Supporting use at home
Student device use outside of school is at the parent or guardian’s discretion. Families are encouraged to set expectations for when, where, and how devices are used at home and to engage in conversations about digital behavior and schoolwork.
Understanding monitoring and filtering
District internet filters and monitoring tools remain active on school‑issued devices, even when used away from school. Parents and guardians should be aware that no filtering system is perfect, and they are encouraged to stay involved in their students’ digital activities.
Assuming financial responsibility
Parents and guardians are responsible for the cost of repair or replacement if a device or its accessories are damaged, lost, stolen, or not returned. Details about device care, damage reporting, and coverage are covered in the Device Care, Damage & Coverage section below.
Ensuring devices are returned
When a student leaves the district, parents or guardians are responsible for returning the device and all accessories in reasonable working condition.

Student Responsibilities

All student device use must follow the expectations outlined in the Acceptable Use Policy (AUP) as well as Board Policy EHB and Regulation EHB‑R. Students are expected to use district‑issued devices responsibly and in support of learning at school and at home. The expectations below focus on appropriate use, digital security, and accountability.

Device Use Expectations

Students are expected to:

Use appropriate language in all digital work and communications.
Follow all teacher directions related to device use.
Follow internet‑use rules outlined in Board Policy EHB and Regulation EHB‑R.
Use district‑approved applications and digital resources for learning.
Not install software on district‑issued devices.
Not loan their device or charging accessories to others.
Not use screensavers, backgrounds, images, or content that is offensive or inappropriate.
Respect district property, including inventory labels, asset tags, and other official markings.
Use devices at home only with parent or guardian permission.
Use devices on school buses or during district‑related activities only when permitted by the supervising adult.

Digital Security and Privacy

Students are expected to:

Keep login information and passwords private and share them only with a parent or guardian when appropriate.
Not use another student’s account or a device logged in under another student’s name.
Not attempt to harass others, bypass security systems, introduce viruses, or access another student’s files.
Not share personal information online without permission from a parent, guardian, or teacher.
Report any suspected security concerns or unusual activity to a teacher immediately and not share the issue with other students.

Device Care

Students are expected to take care of their devices and follow all care guidelines outlined in the Device Care, Damage, and Coverage section below.

Acceptable Use Policy (AUP)

The Technology Acceptable Use Policy (AUP) outlines expectations for safe, responsible, and appropriate use of district‑issued technology and digital resources. It applies to students’ use of school‑issued devices and accounts both at school and outside of school.

Families review and acknowledge this policy as part of enrollment and ongoing annual verification. The full policy text is provided below for reference.

One-to-One Technology Acceptable Use Policy (Full Text)

Student Use

I will be responsible for my device and take good care of it.
I will charge my device’s battery every day before I bring it to school.
I will bring my device to school every day that I am in attendance.
I understand that sound must be muted unless earbuds are used, or permission is obtained from my teacher.
I will know where my device is at all times and only use the device provided to me unless otherwise permitted by my teacher.

Basic Care and Handling

I will not loan out my device and cords to other individuals.
I will keep my device in its protective case/sleeve.
I will transport my device securely. Laptops only: I will carry my laptop closed in its protective sleeve when it is not in use or being charged. I will not carry it by the screen.
I will keep my device off the floor where it could be stepped on or tripped over.
I will keep food and liquids away from my device.
I will not deface my device in any way. This includes, but is not limited to, marking, painting, drawing, attaching stickers, etc.
I will not tamper with the hardware or software, disassemble any part of, or attempt any repairs of my device.

Student Expectations for Responsible Computing

I will keep my login and password information private and only share it with my teacher, school officials, and parents/guardians.
I will only use the login and password information provided to me and will not attempt to login as any other person.
I will use appropriate language in all digital products and communications.
I will not give my name, address, phone number, school, or my teachers’/parents’ names, addresses, or phone numbers to anyone online.
I will not fill out any form or sign up for anything online that asks me for any information about my school, my family, or myself without first asking permission from my teachers/parents/guardians.
I will not use any articles, stories, or other works I find online and pretend it is my own.
I will not make use of materials or attempt to locate materials that are inappropriate in a school setting, or that may offend others.
I will only locate and use school appropriate content in my digital work.
I will not use screensavers, backgrounds, and/or pictures with offensive language and/or materials.
I understand that my device is subject to inspection at any time without notice and remains the property of the Park Hill School District.
I will follow the expectations outlined in board policy EHB, associated board regulations, One-to-One Parent/Student Handbook, and the Student Code of Conduct at all times. A copy of this policy and regulation can be found online at www.parkhill.k12.mo.us.
I agree to keep my device and other peripherals in good working condition.

Parent / Guardian Agreement

I acknowledge that I will be responsible for any damages to the device. Optional insurance is available. Incidents that occur at school involving multiple parties will be investigated by district administration.
I acknowledge that my child and I are to follow the expectations outlined in the Board Policy EHB, and associated board regulations, and that a violation of these guidelines could result in the student facing disciplinary action.
I will be responsible for monitoring my child’s use of the Internet when he/she is not at school, and that my child’s use of the school network and device may be monitored for compliance with school policies and applicable laws.
I acknowledge that fraudulent reporting of theft will be turned over to law enforcement and result in prosecution.
I acknowledge that my child must return the device, protective case/sleeve, power charger, stylus (if applicable), and any other items provided to him/her in good working condition.
I acknowledge that my child will have access to web-based tools, digital resources, and applications that support curricular objectives, and that these online services may collect, use, and disclose personal information (such as student names and email addresses), but only for the use and benefit of the school for the purpose of student learning. In accordance with Board policies and regulations, students will be strongly discouraged from providing any other personal information, and I will instruct my child not to provide any other personal information. I will contact my child’s teacher and/or school if I need additional information about the applications and online services that are used for learning in my child’s classes.

I have reviewed the Board Policy EHB and EHB-R, and understand that my child will use district‑approved digital tools and online services for learning. I consent to my child’s use of these tools and understand that I may opt out in the future at any time.

Device Care, Damage & Coverage

Device Care

Taking care of a district‑issued device helps ensure it is available, functional, and ready for learning each day. Students and families are expected to follow the care guidelines below to prevent damage and avoid unnecessary repair or replacement costs.

Daily Routines

Charge the device fully each night.
Store the device in a common area of the home when not in use.
Carry laptops with the lid closed when moving them.
Keep the device in the protective case or sleeve provided by the district.

Cleaning the Device

Clean the device only while it is powered off.
Use a soft cloth and approved electronic cleaning spray.
Never spray liquid directly onto the device.
Keep the protective case or sleeve clean.

Safe Storage

Keep the device away from extreme temperatures, pets, and small children.
Do not leave the device unattended in a vehicle.
Do not place heavy items on the device, including in backpacks or lockers.
Do not set the device on the floor.
When using a locker, ensure the device is properly stored and the locker is fully closed and secured.

Handling the Device

Do not hold a laptop by the screen or flip the screen back excessively.
Keep food and drinks away from the device.
Do not attempt to repair, disassemble, or modify the device or its software.

Appearance and Labels

Do not draw, paint, or write on the device, case, or accessories.
Do not attach stickers unless they are district‑approved.
Do not remove or damage inventory labels, asset tags, or other official markings.

Damage, Repair, and Replacement

Students are expected to take care of their district‑issued devices. However, damage, loss, or theft may still occur. When this happens, it is important that families report the issue promptly so next steps can be determined.

Reporting Device Damage

All device damage must be reported within two school days. Families may contact:

Their school’s Technology Support Office (middle and high school students)
Their child’s teacher (elementary school students)
The district's Technology Help Desk at (816) 359‑5000

Technology staff conduct periodic device inspections to ensure damage is identified and addressed. Incidents involving multiple students may be reviewed by building administration to determine responsibility.

If a device is damaged beyond repair, the device may need to be replaced.

Lost or Stolen Devices

If a device is lost or stolen, families should report it to the school or Technology Services as soon as possible using one of the contact methods listed above.

If a device is stolen, a police report is required. A copy of the report must be provided to the school within five school days.

If a device is determined to be lost due to negligence, or if there is no clear evidence of theft, the student and family may be responsible for replacement costs.

Cost and Responsibility

Repair or replacement costs may apply depending on the nature of the damage and the device issued. Information about device coverage, deductibles, and current‑year insurance terms is provided in the Device Damage Coverage section below.

Replacement costs may apply for accessories, including:

Laptop charger replacement: $20
iPad charger replacement: $20

Device Damage Coverage

The district provides technology coverage options to help reduce out‑of‑pocket costs if a student’s device is damaged, lost, or stolen. Coverage details, deductibles, and family responsibilities may vary by school year and are outlined below.

Device Damage Coverage for the 2026–2027 School Year

Beginning with the 2026–2027 school year, technology insurance will no longer be an optional, paid program. All students participating in the district’s one‑to‑one program will automatically receive district‑provided device damage coverage, with the annual insurance premium fully covered by the district.

Deductibles and responsibility

Families will continue to have some financial responsibility in certain situations:

$45 deductible per incident for covered accidental damage
$150 deductible for devices that are:
- Stolen with a police report, or
- Damaged beyond repair

Full replacement cost may still apply

Families may be charged the full replacement cost of a device in cases of:

Loss due to negligence
Theft without a police report
Intentional damage
Repeated or extensive damage not covered by standard claims

Families will review and acknowledge this coverage information during Online Verification and Residency for the 2026–2027 school year.

Returning Devices When Leaving the District

Students who withdraw or leave the district must return their district‑issued device and all provided accessories to the building technology office or front office by their last day of attendance. Any items not returned will be considered lost or stolen in accordance with district policy.

Devices may also be returned to the Technology Services Help Desk at the District Office, located at 7703 NW Barry Road, Kansas City, MO 64153, Monday through Friday, 7:00 a.m.–5:00 p.m..

Troubleshooting Device Issues

This section explains what to do when a district‑issued device is not working as expected and how to get help if an issue can’t be resolved.

Try Basic Troubleshooting First
Before requesting support, students should try basic troubleshooting steps when appropriate, such as:

Closing and reopening the affected program
Restarting the device
Disconnecting and reconnecting to the internet
Plugging the device into a charger

Many common issues can be resolved with these simple steps.

Ask for Help at School
If the issue continues, students should ask a teacher or school staff member for help. In some cases, checking with classmates can help determine whether the issue is affecting multiple people or is device‑specific.

Do Not Attempt Repairs
Students should not attempt to repair devices on their own. This includes opening the device, removing screws, replacing parts, or making software changes. Only district technology staff are permitted to repair or service district‑issued devices.

When to Contact Technology for Support

If a device issue cannot be resolved and is affecting learning, Technology Services should be contacted.

Additional support options by grade level:

Elementary students: A teacher may submit a support request on the student’s behalf.

A Technology Support Specialist will follow up with the next steps once a request is received.

Using Devices Outside of School

One benefit of the district’s one‑to‑one program is that students can work on assignments and projects outside of school using full access to digital learning resources.

Even when a device is not connected to a Park Hill network, student activity on district‑issued devices is still subject to district monitoring and internet filtering to help block inappropriate content.

While these protections remain in place, the district cannot guarantee the security or reliability of networks outside of Park Hill facilities. Families are encouraged to use caution when connecting to non‑district networks.

Internet Access When Home Wi‑Fi Isn’t Available

District‑Provided Wireless Hotspots

As part of our commitment to student access and success, Park Hill School District provides free wireless hotspots to families without reliable home internet access. High‑speed internet allows students to access instructional materials, complete assignments, and fully participate in learning outside of school.

Families may request a hotspot by:

Contacting their student’s teacher, social worker, or school counselor, or
Completing the Hotspot Request Form.

Hotspot details

Hotspot service is provided through T‑Mobile’s Project 10Million program.
Devices are issued as they become available; early requests are encouraged.
Hotspots include 100 GB of data per year, which equals approximately 1,200 hours of basic internet browsing.
Streaming and large downloads use significantly more data than typical browsing. Once the annual data limit is reached, data cannot be renewed.

Summer Use and Returns

Students returning the following school year may keep their hotspots over the summer.
Students who withdraw from the district must return their hotspot along with their district‑issued device.

Other Internet Access Options

Public Internet Access

Free public Wi‑Fi is available in many community locations such as libraries, coffee shops, retail stores, and other public spaces. These locations may be helpful for short‑term access; however, public networks are not always secure and may expose personal or sensitive information.

Low‑Cost Internet Programs

Several internet providers offer reduced‑cost home internet options for qualifying families. Availability, pricing, and eligibility requirements are determined by each provider.

Monitoring and Filters on District Devices

The internet is a critical resource for student learning. Park Hill School District uses a robust internet filter on all district‑issued student devices to help protect students from harmful or inappropriate material.

This filter works both at school and away from school, so students have safe internet access wherever devices are used.

Student device use is monitored, and online activity is tracked. However, no internet filter or monitoring system is perfect. Families are encouraged to stay involved in their students’ digital activities and talk with them about the risks and rewards of internet use.

Students should notify a teacher or school official immediately if they encounter information, images, or messages that are inappropriate, dangerous, threatening, or make them feel uncomfortable. Students should also let someone know if they are unable to access something they need.

Please note that the district’s web filter is applied district‑wide and blocks sites by category. The district is not able to block or unblock websites for individual students. If a student is using an unblocked site inappropriately, families should contact the student’s teacher or school administration.

Blocked Content and Approved Applications

General Blocked Content

The district internet filter blocks categories of content that include:

Extremely offensive, obscene, adult, hateful, pornographic, tasteless, or violent material
Web‑based messaging and chat services are not monitored by the district (except for some social media tools with academic value)
Sites promoting hacking, phishing, spam, viruses, spyware, or other malicious activity
Non‑educational games and game media
Sites promoting criminal activity, gambling, illegal drugs, or illegal software

Approved Software and Applications

Park Hill teachers use a variety of digital tools to support instruction, including Google Workspace, Schoology, Seesaw, Big Ideas, STEMscopes, and online assessment platforms.

Technology Services reviews these tools to ensure they meet data safety and privacy requirements.

Approved applications may vary by grade level or classroom, so families with questions are encouraged to contact their student’s teacher.

Behavior & Consequences

Behavior Expectations When Using District‑Issued Devices

District‑issued devices remain the property of the Park Hill School District. Student devices and online activity may be monitored and reviewed in accordance with district policies. Devices may be confiscated and examined when necessary, without prior notice to the student, parent, or guardian. Building administration enforces Board policies and the expectations outlined in the Parent/Student Handbook.

Technology‑related behavior expectations align with the same standards students are held to in traditional classroom settings. In many situations, the behavior, not the device itself, is the concern. Technology is simply the tool through which the behavior occurs.

Examples of Technology‑Related Behavior and Comparable Classroom Expectations

The examples below show how behavior in digital spaces aligns with expectations already established for in‑person learning environments:

Inappropriate use of email, messaging, internet surfing, or computer games
Comparable to passing notes, reading magazines, or playing games during instruction.
Missing a required device case or accessories (such as a stylus)
Comparable to missing classroom supplies.
Plagiarism or improper use of generative AI tools
Comparable to copying or submitting another person’s work as one’s own.
Cyberbullying or online harassment
Comparable to bullying or harassment in person.
Damaging, defacing, or endangering a device or its accessories
Comparable to vandalism or damage to school property.
Using profanity or inappropriate language in digital spaces
Comparable to using inappropriate language in the classroom.
Accessing or sharing pornographic or inappropriate content online

Technology-Specific Behavior Considerations

Some behaviors are unique to digital environments and may not have a direct classroom equivalent. These include, but are not limited to:

Chronic or repeated technology‑related behavior violations
Attempting to defeat, bypass, or disable district internet filters or security systems
Unauthorized downloading or installation of software, extensions, proxy servers, or plug‑ins
Modifying browser or device settings to conceal internet activity or access blocked content
Using district systems in ways that disrupt network access or use for others
Recording, creating, publishing, or sharing private, confidential, or inappropriate content using district devices
Using district technology to communicate or publish content unrelated to school that includes inappropriate material

If there is uncertainty about whether a specific behavior constitutes a violation, families and students should consult the Acceptable Use Policy (AUP), the Parent/Student Handbook, or Board Policy EHB and Regulation EHB‑R.

Illicit Images and Videos

The creation, sharing, or possession of nude or partially nude images or videos of minors using district technology is prohibited. Such actions may result in significant school disciplinary consequences and may also carry serious legal implications.

Families are encouraged to talk openly with students about responsible technology use and to contact school administration with questions or concerns.

Consequences and Loss of Privileges

Consequences for technology‑related behavior violations are determined by building administration in accordance with Board policies and the Parent/Student Handbook.

Depending on the severity and frequency of the behavior, consequences may include:

Temporary or permanent loss of device or technology privileges
School‑based disciplinary actions
Restitution for damage to district property

Certain behaviors may also violate local, state, or federal laws and could result in legal consequences for students and/or parents or guardians.
