MOCAP

Missouri Course Access Program 

In 2018, Senate Bill 603 was passed establishing the Missouri Course Access and Virtual School Program (MOCAP). MOCAP is intended to provide access to online courses for all Missouri K-12 students needing flexible academic programming through online coursework.

Online instruction can be an effective education option for some students and Park Hill will continue to offer a variety of high school online courses taught by Park Hill teachers to meet student needs. In addition, Park Hill partners with providers Edgenuity and Launch to meet online learning needs. As an alternative option, students may enroll in online courses offered through MOCAP. As outlined in Missouri House Bill 1552, students who enroll as a full-time online student with a MOCAP vendor will no longer be enrolled in the Park Hill School District.

Course Enrollment Sequence for Full-Time Online LearnersThe Park Hill School District process for a student wishing to become a full-time Park Hill online student is outlined below. Park Hill online learners will attend classes provided by partner vendors, Edgenuity or Launch.

Families also have the option of enrolling with a MOCAP provider for full-time online learning. As outlined in Missouri House Bill 1552, full-time virtual enrollments with a MOCAP provider will result in the student unenrolling from the Park Hill School District. Students wishing to remain enrolled in the Park Hill School District must follow the above process and, if approved, will attend classes provided by partner vendors, Edgenuity or Launch.

Course Enrollment Sequence for Part-Time Online Learners

The Park Hill School District process for a student wishing to become a part-time Park Hill online student is outlined below. Park Hill online learners will attend classes provided by Park Hill or be partner vendors, Edgenuity or Launch.

  1. Students select the Park Hill online course offerings when possible. These courses are taught by Park Hill teachers and are NCAA approved. Park Hill courses align with the face-to-face equivalent courses and have been developed by district content experts. 
     
  2. If a student needs a course outside of the district and the course is part of the student's four-year plan, the student may select a course offering from the course catalogs of preferred online partner vendors: Edgenuity and/or Launch. All courses will be taught by a certified Missouri instructor. View all course catalogs: MOCAP Website.
     
  3. If a course is not provided by Park Hill, Edgenuity, or Launch, the school counseling team and district online learning program facilitator will determine the best course(s) and vendor offered by MOCAP and provide enrollment if possible. Students enrolled online may not change providers in the middle of a term. 

Schedule Changes

Park Hill students enrolled in an online course that do not make adequate progress within 10 days of the term will be dropped from the online courses and enrolled in person. Likewise, after an initial 10 day grace period, schedule changes will not be accepted and students will need to remain in the online course(s) the remainder of a term unless approved by administration.
